Traffic control packages for road and ROW work

Three traffic control packages, Basic, Standard and Full, rent from $495/mo with a $350 deposit, a 1-month minimum and a standard 2–4 week delivery window from our yard in Gypsum. Every package is drop-off delivery; setup is not included. Pick the package whose kit matches the quantities in the approved traffic control plan. This is equipment only, with no flaggers, traffic control supervisor or plan included.

Which road and right-of-way jobs use these packages?

These packages put common traffic control devices on one rental order for temporary work in or beside a traveled way. The devices are standard MUTCD types: cones, Type II barricades, Type III barricades, vertical panels and, in the Full package, a solar arrow board. The governing permit and traffic control plan still decide which devices belong on the job and how many are required.

Utility cuts often need a compact set of devices before excavation begins, then a revised arrangement as backfill and paving advance. Driveway, sidewalk and curb work may affect pedestrians, parking or one edge of a lane even when the excavation is small. The superintendent should order against the approved phase drawings, not against the apparent size of the hole.

Subdivision road work changes as crews move from underground utilities to grading, curb and asphalt. A reusable monthly package can follow that planned sequence, provided the customer counts and deploys each item for the current phase. It is not permission to copy yesterday's taper or closure into a different condition.

Event street closures may use barricades to define a hard closure and cones or panels to guide permitted movements. Municipal crews can reserve a known package for scheduled maintenance, utility response or public-works projects. The municipal and government solution explains the surrounding rental process. Procurement of devices does not transfer agency authority, public notification or traffic-control supervision to JOLT.

Temporary fence serves a different boundary. Use temporary fence for a site perimeter or pedestrian separation where its approved use fits; use traffic devices for the road or right-of-way arrangement directed by the traffic control plan. Do not substitute one because its panels or stands happen to be nearby.

Which package fits the job?

The three cards at the top of the page list every device in each kit, straight from the catalog, with the monthly rate and the deposit under it. Basic is sized for driveways, shoulders and short curb work: a small cone set, Type II barricades and the two-sign ROAD WORK AHEAD and END ROAD WORK pair on stands. Standard, the package marked most popular, is built around a single-lane closure on a town or county road: twice the cones, Type III barricades in place of Type II, vertical panels, the four-sign single-lane-closure set and a pair of flagger paddles. Full is everything in Standard plus a solar arrow board and flashing barricade lights, which is what state highway shoulders and night work usually add.

The step from Basic to Standard is not simply more of every item. Standard shifts to Type III barricades and adds vertical panels, so read the approved device schedule line by line before choosing a package. The step from Standard to Full adds the arrow board and the lights and nothing else; it does not add cones, barricades or panels, and the arrow board does not make Full correct for every lane condition. Its use, display and position must come from the applicable plan and operating instructions.

No package includes flaggers, a traffic control supervisor or preparation of a traffic control plan. JOLT delivers rental equipment. The customer obtains the right-of-way permit, provides the approved traffic control plan, hires or assigns qualified personnel and determines where each device goes.

The three packages are fixed; there is no custom kit between them, and no package is a promise that it satisfies a named project type. If the plan requires a device or quantity outside the selected package, resolve the gap before mobilization rather than trimming the plan to fit the load that arrived. A crew that needs more cones than one package carries reserves two packages, and the configurator takes a quantity for exactly that case.

The equipment must be operated and deployed according to its instructions under Rental Agreement §7.2. Inspect each piece at handoff and before deployment. Report damaged or incomplete equipment rather than placing it because the closure clock has started.

What does a package cost, and what is the deposit?

Basic is $495/mo, Standard is $695/mo and Full is $975/mo, and the cards above carry the same three figures. Each package takes a $350 reservation deposit, applied to the first invoice, and has a 1-month minimum. Delivery is charged by zone in each direction.

The deposit reserves the package and the 2–4 week delivery window under Rental Agreement §2. Written cancellation more than 14 days before the first day of that window receives a full deposit refund. Cancellation inside 14 days, or refusal when our truck arrives, forfeits it.

Rent begins at delivery. After the minimum, it runs month to month until JOLT receives at least 15 days' written notice and retrieves the equipment. Rates increase 5% on each anniversary of delivery, and sales tax is extra.

The damage waiver is 12% of rent and recurring upgrades, while the environmental fee is 5% of the same base and does not compound on the waiver. The waiver is not insurance, and theft, vandalism, missing devices and unauthorized relocation are excluded from it, so manage those through site controls and a device count.

Review pricing for the rest of the fleet and delivery zones for the truck fee attached to the address. Traffic packages are not eligible for JOLT Express. Schedule the standard 2–4 week window before the permit start date.

What does "drop-off delivery, setup not included" mean?

Our truck brings the package to the staging point the customer designates and unloads it there, grouped by device type. That is the whole delivery service. Nobody from JOLT walks the closure, sets a taper, spaces the cones, stands the barricades or aims the arrow board; the customer's crew, working under its traffic control supervisor and the approved plan, does every part of that.

The same is true in reverse. At the end of the rental, the customer consolidates every device at the agreed loading point, and our truck collects it from there. If devices are still spread along the road when the truck arrives, the trip is a failed pickup, not a collection, and rent keeps running until the package is actually retrieved.

Plan the staging point with that in mind. It should be off the traveled way, reachable by a truck and trailer without entering the closure, and large enough to count the delivered kit before the crew starts distributing it. Ask for the delivery to land a day or two before the permit start so the count and the inspection happen before the closure clock starts.

Can container upgrades be added to traffic equipment?

No upgrades stack on cones, barricades, panels or an arrow board. WATCH, CONNECT, POWER and other kits attach only to eligible rented office or storage containers. Do not drill, clamp or otherwise fasten cameras, signs, lights or communications hardware to traffic control equipment unless that use is part of its supplied design and instructions.

A WATCH camera on a nearby container can observe the equipment storage area or jobsite entrance. It may help with motion alerts and cloud clips, but it does not supervise a closure, replace an inspector or prove that every device remained in its approved position.

The upgrades hub compares WATCH with CONNECT and POWER for a supporting container. POWER can run a camera, Starlink, container lights and laptops where shore power is absent. None of those kits powers the arrow board or changes the traffic package.

Solar and LTE performance depend on sky view, weather and load under Rental Agreement §13, and JOLT does not guarantee uptime. The customer handles signs and consents required for recording. Keep camera planning distinct from the permit's traffic monitoring, inspection and documentation requirements.

For overnight storage, start with physical custody and an accurate count. Read how to secure a jobsite from theft, then place the supporting container and WATCH view where they cover access without obstructing sight lines. A camera is one control, not the whole loss-prevention plan.

What must the customer settle before delivery?

Obtain the right-of-way permit and approved traffic control plan before selecting quantities. Those documents determine device types, numbers, positions, timing, inspection and staffing for the actual road. JOLT does not interpret a permit into a field layout and does not approve a substitute when a package falls short.

Confirm who is the traffic control supervisor, who deploys equipment and who checks it while conditions change. Those people are supplied by the customer or its contractor, not by the rental. Assign responsibility for emergency corrections, after-hours inspections and communication with the road authority.

Choose a secure, accessible staging point outside the active traffic pattern. Our truck needs room to unload grouped equipment without forcing the crew to carry devices across an uncontrolled lane. Keep the staging area clear of snow storage, drainage paths, excavated material and delivery traffic.

Inventory is a field-control task. Record the package count at handoff, issue devices by phase and consolidate unused equipment at the designated point. A count prevents the last crew from discovering that a cone or barricade was moved to another block and never returned.

Review Colorado jobsite fence requirements when the work also needs a construction perimeter, but do not treat that answer as the traffic control plan. Likewise, container delivery clearance is useful if an office or storage unit joins the setup; traffic devices arrive as their own equipment load.

The customer is responsible for utilities, permits, zoning, landlord consent and a representative at delivery under Rental Agreement §5. Mark the unloading location and communicate access restrictions before dispatch. Site damage caused by placement the customer directs remains the customer's responsibility.

How does delivery work across Colorado?

Reserve the package after confirming the tier, address and delivery window. Standard delivery is 2–4 weeks from reservation, and the live availability badge at the top of the page reflects current status. Our truck loads at the Gypsum yard and delivers to the customer's designated staging point.

A representative should meet the driver with the order and a place to count equipment. Inspect the device types and quantities before the crew distributes them along the road. Recording the package in one place is easier than trying to reconcile it after several crews have begun deployment.

Eagle is Zone A — $400 each way, Glenwood Springs is Zone B — $550 each way, Grand Junction is Zone D — $950 each way, and Golden and Denver are Zone E — $1,200 each way. Pickup fees equal delivery fees in Zones A–E. The fee covers our truck movement, not traffic-control labor at the unloading point.

Tell dispatch about gate hours, restricted truck routes, downtown loading limits, steep approaches and tight staging before the window is confirmed. The permitted closure may not be active when our truck arrives, so the normal access route must work without assuming JOLT will enter a closed lane.

JOLT may substitute equipment of equal or greater specification at the same price under §2.3. The quantities and device types stay as listed for the tier, but the exact manufacturer or hardware can vary. Personnel should inspect and use the instructions for the delivered equipment instead of relying on a familiar model.

Setting devices out along the permitted work zone is the intended use of the package. Moving it anywhere else, whether to the next block, a yard or a different site, needs JOLT's prior written consent under Rental Agreement §5.5; if it is unclear whether a move counts, ask in writing first.

What happens during the rental and at pickup?

Deploy devices only under the permit and approved plan. The responsible crew should inspect position and condition at the frequency required by that plan and after traffic, weather or construction changes the work zone. Replace or reset a displaced device through the site's authorized process.

Follow the supplied instructions for the solar arrow board, including setup, display selection, orientation and shutdown. Do not infer an arrow display from the direction crews want traffic to move. The traffic control plan and authorized supervisor govern its use.

Weather and plowing can move, bury or obscure traffic equipment. Include device checks in the snow response, but do not pile snow around staged inventory or block our eventual loading point. Keep unused devices consolidated where they remain accessible and visible to authorized crews.

Rental Agreement §7 prohibits drilling, cutting, painting, removing JOLT signage and making unauthorized alterations. Do not permanently mark a rented barricade for a project or attach a homemade sign in a way that changes the equipment. Use plan-approved accessories and methods.

Start closeout with a complete count by type, not a visual estimate. Search every phase, storage point and subcontractor vehicle before requesting retrieval. Group cones, Type II or Type III barricades, panels and the arrow board so the driver can compare the returned package with the delivery record.

Give at least 15 days' written notice and maintain truck access. Rent continues until JOLT retrieves the package, even if the lane has reopened and devices are stacked. A failed pickup trip is charged under Rental Agreement §16.

Remove customer signs, ties and debris, and leave the equipment clean and ready to load. Property left with the rental is deemed abandoned. Keep a representative available to resolve count or access questions rather than leaving loose devices at an unattended roadside point.

Retrieval closes the Rental Period; a reopened lane does not. Follow how it works from reservation through return, and put the notice deadline, device count and loading access into the same closeout plan used for permit release and road reopening.
