Virginia has 136 data centers under construction and 498 announced as of March 2026, with 320 already operating, more than any other state, concentrated in Loudoun and Prince William counties in Northern Virginia and spreading south through Culpeper and Spotsylvania to Richmond, according to Aterio. JOLT delivers The Grid, a badge-ready 40 ft container site office, to any Virginia data center site.

Virginia led the states in data center construction starts in 2025, according to Dodge Construction Network figures reported by Equipment World. It is also the state where a data center takes longest to build, 24 to 36 months from permit to energized facility, because Dominion Energy's interconnection queue, not the construction schedule, sets the pace. For a site office, that means a Virginia term is a long one.

Where are data centers being built in Virginia right now?

Loudoun County. Ashburn, Sterling and Leesburg have been "Data Center Alley" for more than a decade and still are: more than 30 million square feet of operational data center space and an estimated 8 to 10 million square feet in active construction. Amazon Web Services is building three facilities totaling about 1.2 million square feet and 180 megawatts at full buildout, with construction running through 2028. Microsoft has permits for a 900,000-square-foot campus expansion in eastern Loudoun, part of its multi-billion-dollar domestic program, with site preparation started in late 2025 and vertical construction under way. Google is adding two buildings totaling about 600,000 square feet and 90 megawatts. Equinix is expanding its Ashburn campus with its DC-17 and DC-18 buildings, about 400,000 square feet of colocation space.

Prince William County. Loudoun's overflow market has become a campus market. QTS's development at the former Innovation Technology Park near Manassas will deliver more than 500 megawatts across 4 million-plus square feet at full buildout; phase one is operational and phases two through five are in construction. Amazon's campus near Gainesville has three buildings completed or under construction and four more in permitting.

The corridor south. Culpeper, Spotsylvania and Stafford counties along Interstate 95 and Route 29 carry the next wave, where land is cheaper and the utility is a cooperative rather than Dominion. Henrico County and the Richmond area have campus-scale projects, and Mecklenburg County on the North Carolina line hosts Microsoft's Boydton campus.

Loudoun's Board of Supervisors tightened noise ordinances and setback requirements in 2025 and has grown cautious about new approvals, which slowed some permitting by three to six months. The announced pipeline of 498 projects says the county is still where the money is.

Which hyperscalers, developers and general contractors are active in Virginia?

Amazon Web Services, Microsoft, Google, Meta, QTS, Equinix, Digital Realty, CyrusOne, Vantage, Iron Mountain, Compass and Stack all build in Northern Virginia, and most of them build continuously: a Loudoun campus is never finished, it is in phase.

The general contractors with data center groups in Northern Virginia include HITT, headquartered in Falls Church and one of the largest data center builders in the country; Holder; Turner; DPR; Whiting-Turner; Clark Construction; Hensel Phelps; Balfour Beatty; and JE Dunn. The electrical contractors on these campuses run crews in the hundreds and mobilize their own offices, usually before the GC's temporary service is energized. Virginia is the most competitive data center construction market in the country, with MEP firms and GCs embedded for a decade; a new entrant gets on a Loudoun campus as a sub to one of them.

What does a Virginia data center site office need?

Two seasons and a noise ordinance.

Summer. Northern Virginia runs in the 90s with dew points in the 70s from June through September. A steel box in that air needs cooling that also dehumidifies. The Grid's separate heat pumps cool and pull moisture behind R-19 closed-cell foam walls and an R-30 roof.

Winter. Loudoun sees single-digit nights and freeze-thaw cycles from December through March. The Grid's insulated shell and heat pumps serve the office through the season, while leveling cribbing on a prepared pad helps manage changing ground conditions.

Noise. Loudoun County's 2025 noise rules apply to data center campuses and, in practice, to the generators that run their site offices before temp power lands. Command's generator inlet can bridge that gap; on a Loudoun site near residential property, use a sound-attenuated generator, place it as far from the property line as the site plan allows, and cancel it the day the shore cord goes on.

DC Deploy includes four-point anchoring, with the placement method matched to the prepared site.

How does The Grid get to a Virginia site?

Virginia projects receive the same freight, placement, leveling, four-point anchoring, electrical rough-in walkthrough and pickup package described on nationwide delivery.

What does a Grid cost on a Virginia data center site?

Virginia uses the published Grid rents and terms on the data center pricing page. DC Deploy is quoted per campus.

What is the power picture in Virginia and when does temp power land?

Dominion Energy serves most of Loudoun and Prince William and has said publicly that it cannot meet current interconnection requests with existing generation and transmission. Its 2025 integrated resource plan puts major transmission upgrades at 3 to 7 years, which is why a Northern Virginia data center runs 24 to 36 months from permit application to an energized facility and why some projects have been delayed or cancelled. Parts of Loudoun and Prince William are served by NOVEC, the Northern Virginia Electric Cooperative, and the corridor south toward Culpeper by Rappahannock Electric Cooperative; the cooperatives' queues are shorter but not short.

None of that changes the day the office lands. Temporary construction service on a Northern Virginia campus is ordered months ahead and is usually live at the gate before the office arrives; where it is not, or where the office sits 800 feet from the temp panel, a generator on Grid Command's 50 A inlet powers the office until the electrician gets a 60 A circuit to the pad.

Do you need a permit for a temporary site office in Virginia?

In Loudoun and Prince William, a temporary construction office is an accessory to the building permit and is shown on the site logistics plan; both counties want an anchoring detail. Where the office sits near residential property, Loudoun's noise rules can require a plan for any generator, which is one more reason to cancel the generator the day temp power lands. Culpeper, Spotsylvania, Stafford and Henrico follow the state building code's treatment of temporary structures under the project permit.

Confirm the requirement with the authority having jurisdiction named on your building permit. Four-point anchoring is part of every DC Deploy; bring the AHJ's anchoring request to the data center specialist ahead of the delivery window.

How long is a Virginia site office term?

Longer than anywhere else. A single Northern Virginia building runs 24 to 36 months from permit to energized, and a campus program runs five years and more, so a Virginia site office is a two-to-three-year placement, not a nine-month one. The Grid has a 12-month minimum and a 5% increase on each anniversary.

For a Loudoun or Prince William program with three or more buildings, the math can turn toward owning. Grid Command costs $64,000 to purchase, while its 36-month lease-to-own plan is $2,795/mo with a total of $100,620. The buy page compares the choices; for one building, rent.

How do multi-building Virginia campuses use a Grid Campus?

A Loudoun campus is built in phases over five years. The GC's project office, the owner's rep, the electrical and mechanical contractors and the security office all move from Building 1 to Building 3 as the first building is turned over.

Virginia teams can arrange a Grid Campus of 2 to 12 offices in a row or stack them two-high as a phased Loudoun job moves. Each stacked pair uses a $395/mo Stack Kit with $1,500 setup, while each on-campus move is $1,250. Reserving 6 or more Command units on one order earns a $825/mo monthly credit during the first 12 months.

Which Virginia counties and metros does JOLT serve?

All of them. The counties carrying data center construction today: Loudoun, Prince William, Fairfax and Fauquier in Northern Virginia; Culpeper, Spotsylvania and Stafford along the corridor south; Henrico and Chesterfield around Richmond; Mecklenburg on the North Carolina line; Frederick in the Shenandoah Valley. Other Virginia counties can be quoted too; DC Deploy is quoted per campus in one business day and the window is 6–8 weeks.

Nearby markets with JOLT pages are North Carolina, Pennsylvania, Ohio and Georgia.

Put the Loudoun trailer address ahead of the office permit

Loudoun treats the address as an early dependency for a construction trailer. The county's temporary-trailer address instructions require a Temporary Address Agreement and a plat or site plan showing the trailer and its access location. The county then directs applicants to continue with the building and zoning permit process after an address is assigned.

That sequence belongs in the mobilization schedule. Mark the proposed Core or Command location and the access point on the same logistics drawing used by the permit team. Make sure the office label, gate designation and electrical plan refer to the same location so the address request does not describe an outdated phase layout.

The county says a temporary address cannot be used beyond one year from issuance. A Northern Virginia project that keeps an office longer should assign someone to track the address status and ask the county what action is required before that period ends. Do not assume that a long rental term extends a county address.

An office move within the campus may also change the relationship between the unit and its access point. Before requesting a Grid relocation, have the permit lead check whether the approved plan and temporary address still fit the new pad. The physical ability to move the office does not replace local review.

Track Loudoun land-use changes separately from the office scope

The entitlement status of the data center and the temporary-office approval are different workstreams. Loudoun's Data Center Standards and Locations project identifies the first phase of its work. The county says that phase was approved on March 18, 2025. It made data centers conditional or Special Exception uses in locations where they previously were allowed by right.

For a construction buyer, the practical check is the approved project record. Ask the development team which site plan, special exception conditions and zoning commitments control the active parcel. Then ask whether the temporary-office location, access, exterior lighting or generator plan intersects any of those conditions.

Keep proposed policy changes out of the purchase order unless they have become applicable requirements. Loudoun says Phase 2 is focused on possible policy guidance and use-specific standards for data centers and utility substations. The permit team should monitor that public process, while procurement should quote the office against the approvals that actually govern the site.

This distinction helps when a campus changes phases. Put the county permit contact, civil lead and site-logistics lead on the office-location review.

Write a Virginia office-location brief

A Virginia location brief should identify the parcel, county, approved construction entrance and work phase. Add the proposed pad, access route, temporary-power owner and fiber handoff. In Loudoun, include the temporary address or its application status.

For Prince William, Culpeper, Spotsylvania, Stafford or the Richmond area, replace Loudoun's sequence with the instructions from the authority having jurisdiction. Do not reuse a neighboring county's checklist simply because the campus owner or contractor is the same.

Show whether the office is inside the controlled perimeter. If Core is proposed, confirm that site security and network services already reach that exact location. If they do not, compare Command's included badge preparation, cameras, LTE backhaul, Starlink package and generator inlet with the separate vendor scopes needed around Core.

Finally, record drainage observations and any noise-sensitive boundary near the pad. Those are prompts for the civil, logistics and permit teams, not performance claims about the unit. The brief should travel with the reservation details and remain available when a later phase requires relocation.

Normalize written office quotes for a Virginia term

Compare every offer over the same planned phase, not just its first invoice. Separate recurring rent, deployment, selected options and protection. Ask whether pickup and a later campus move are included, excluded or separately charged.

List the physical office requirements on one scope sheet. Include the intended team size, furniture, data cabling, security boundary, connectivity plan and power handoff. A wide trailer with more floor area and a Grid serving a focused team are not equivalent unless the request defines how people will actually use the room.

For a multi-building Northern Virginia program, include the likely relocation trigger. The old pad may be surrendered to permanent work before the new building is ready for occupancy. Procurement should know who can authorize the move and which local approval must be checked before logistics commits to the next location.

Use current Grid figures from the pricing page, and keep county fees or outside-vendor work in their own lines. That format gives the project executive a readable comparison and gives the superintendent a clear list of customer-owned tasks.

How do I reserve a Grid for a Virginia project?

Send the Virginia site ZIP, quantity, target date and project details through the data center reservation path, where the confirmation provides the on-site window.

How many data centers are under construction in Virginia?

Virginia has 136 under construction as of March 2026, with 498 more announced and 320 already operating, the most operational of any state, according to Aterio.

What does a Grid cost in Virginia?

For Virginia projects, Grid Core is $1,950/mo and Grid Command is $2,750/mo, with a 12-month minimum. DC Deploy is quoted per campus in one business day.

Is The Grid built for Virginia weather?

Yes. The Grid's separate heat pumps cool, dehumidify and heat behind R-19 closed-cell foam walls and an R-30 roof, while the office sits on leveling cribbing.

Who is the utility and how does that affect the office?

Dominion Energy serves most of Loudoun and Prince William, with NOVEC and Rappahannock Electric in parts of the region. Interconnection sets the campus schedule at 24–36 months; temp power is usually live before the office lands, and Command's generator inlet covers the gap when it is not.

Why does Northern Virginia take 24–36 months to build a data center?

Dominion has said it cannot meet current interconnection requests, and its major transmission upgrades take 3–7 years; on some projects the interconnection takes longer than the construction. Loudoun's 2025 noise and setback rules added 3–6 months to some permits.

Can a generator run at a Loudoun County site office?

Yes, with care. Use a sound-attenuated unit, follow the approved site and noise plans, and cancel it when temp power lands; JOLT's 25 kW add-on is $1,850/mo plus fuel.
