Oregon has 14 data centers under construction and 33 announced as of March 2026, with 97 operating, the sixth-largest operational footprint in the country, in four places that have almost nothing in common: Hillsboro's Silicon Forest west of Portland, Prineville in the high desert, The Dalles in the Columbia Gorge, and Umatilla and Boardman on the river in the east, according to Aterio. JOLT delivers The Grid, a badge-ready 40 ft container site office, to any Oregon data center site.

Oregon's data centers are where they are because of two things: the fiber that lands at Hillsboro from across the Pacific, and the cheap hydropower and empty land east of the Cascades. A site office in Hillsboro sits in 40 inches of rain a year on a paved lot; one in Prineville sits at 2,900 feet in a high desert that reaches zero in January; one in The Dalles sits in the Gorge wind. All three sit in Cascadia's seismic zone.

Where are data centers being built in Oregon right now?

Hillsboro and Washington County. The Silicon Forest is the state's densest cluster: QTS, Digital Realty, Stack Infrastructure, Flexential, EdgeCore, NTT and a dozen more on the fiber that connects Oregon to Asia, in buildings on paved industrial parcels along Highway 26 and the Sunset Corridor. New buildings go up between the old ones, and the pads are tight.

Prineville and Crook County. Meta's campus at Prineville, in construction since 2011, is one of the largest hyperscale campuses in the West by building count, and Apple's sits beside it, on the high desert 30 miles east of Bend.

The Dalles and Wasco County. Google's campus at The Dalles, its first data center anywhere in 2006, keeps adding buildings on the Columbia River, on power from the Gorge's dams and Northern Wasco County PUD.

Umatilla, Hermiston and Boardman. Amazon Web Services' campuses along the Columbia in Umatilla and Morrow counties, on Umatilla Electric Cooperative's hydropower, are the eastern anchor and the most active greenfield construction in the state.

Oregon attracted the campuses with enterprise-zone property tax abatements, hydropower at some of the lowest industrial rates in the country and cool air for cooling; the abatements have faced political challenges in recent sessions, and the announced pipeline is smaller than the state's operating base for that reason. Phases and names change quarterly; JOLT checks each project against a county filing or local reporting at every refresh of this page.

Which hyperscalers, developers and general contractors are active in Oregon?

Amazon Web Services, Google, Meta and Apple at campus scale in the east and the desert; QTS, Digital Realty, Stack, Flexential, EdgeCore, NTT and the colocation operators in Hillsboro.

The general contractors with data center groups working in Oregon include Hoffman Construction, headquartered in Portland and one of the largest data center builders in the West; Fortis Construction, also Portland; Skanska; Mortenson; Holder; DPR; JE Dunn; and Turner. Oregon timelines run 18 to 24 months from permit to energized on a Hillsboro lot and longer in the desert where the substation program sets the pace. The electrical contractor on an Umatilla campus mobilizes its own office on a generator on a greenfield 180 miles from Portland.

What does an Oregon data center site office need?

Rain, cold, wind, and Cascadia.

Rain, in Hillsboro. Forty inches a year from October through May, on paved lots. Water is the concern, not cold. The Grid's walls are R-19 closed-cell foam behind the steel, and its two heat pumps pull moisture as they cool. The Grid is leveled on cribbing at its four corner castings, so the compacted bearing surface must drain away from the doors.

Cold, in Prineville. The high desert at 2,900 feet reaches zero in January with 20 inches of snow and a dry wind. The Grid's two 12,000 BTU cold-climate mini-split heat pumps provide heating to -13 F behind R-19 walls and an R-30 roof.

Wind, in the Gorge and on the river. The Dalles and Boardman sit in the Columbia's wind corridor, where 40 to 60 mph is a spring afternoon. Every Grid receives four-point anchoring; the owner's engineer and the authority having jurisdiction set any project-specific criteria.

Cascadia. Western Oregon is seismic design category D, with the Cascadia subduction zone offshore. The site's engineer and authority having jurisdiction determine the project-specific anchoring criteria.

For bearing surface, access and local engineering questions, use the site-requirements checklist.

How does The Grid get to an Oregon site?

An Oregon-bound Grid travels as a legal-width flatbed load, without an oversize permit, route survey or pilot car.

DC Deploy covers freight to an Oregon site, tilt-bed placement or crane set, leveling on cribbing, four-point anchoring, an electrical rough-in walkthrough with the site's electrician, and end-of-term pickup; review the nationwide delivery package.

What does a Grid cost on an Oregon data center site?

Oregon crews can compare both builds, delivery, deposits, terms and options on the data-center pricing page.

Oregon has no sales tax. DC Deploy is quoted for the specific campus.

What is the power picture in Oregon and when does temp power land?

Portland General Electric serves Hillsboro and the metro; Pacific Power serves Prineville and much of the east; Northern Wasco County PUD serves The Dalles; Umatilla Electric Cooperative serves the Amazon campuses on the river. The hydropower that runs down the Columbia is why the eastern campuses exist, and the cooperative and PUD rates are among the lowest in the country. Large-load interconnection east of the Cascades is set by the Bonneville Power Administration's transmission as much as by the local utility, and campus schedules there follow the substation program.

For a site office, the utility's timeline matters on the day the office lands. Temporary construction service on a Hillsboro lot is usually live before the office arrives; on a greenfield at Umatilla or Boardman, or a new phase at Prineville, the GC's temporary service can trail the first mobilization by two to six weeks. Grid Command's 50 A generator inlet with a mechanical interlock lets a generator power the office until the electrician gets a 60 A circuit to the pad; the site electrician sizes the generator and confirms the load plan. JOLT's 25 kW generator is $1,850/mo plus fuel.

Do you need a permit for a temporary site office in Oregon?

In Washington County and the City of Hillsboro, a temporary construction office is an accessory to the project's building permit, shown on the site logistics plan with an anchoring detail. Crook County, Wasco County, Morrow County and Umatilla County fold the office into the project permit under the Oregon Structural Specialty Code's treatment of temporary structures, and the cities of Prineville, The Dalles, Hermiston and Boardman follow the counties. An owner's engineer in category D may ask for the anchoring detail against a seismic requirement.

Confirm the requirement with the authority having jurisdiction named on your building permit. Bring the project's anchoring and insurance requests to the data center specialist before the delivery window.

How long is an Oregon site office term?

An Oregon building runs 18 to 24 months from permit to energized, so a single-building placement is a 12-to-24-month term, and JOLT's 12-month minimum with month-to-month after it fits without a renewal. The Prineville, The Dalles and Umatilla campuses have been in phase for a decade and more, and on those the office moves every 15 to 20 months as a building turns over: one or two $1,250 relocations, not a new mobilization.

For a GC or an electrical contractor running three or more Oregon buildings, compare rental with the purchase and 36-month lease-to-own rows on the Grid buy page.

How do multi-building Oregon campuses use a Grid Campus?

A Prineville or Umatilla campus in its fifth phase is built one or two buildings at a time, and the GC's project office, the owner's rep, the electrical and mechanical contractors and the security office all move as buildings turn over. A Grid Campus is 2 to 12 Grids in a row or stacked two-high. A Stack Kit provides a stair tower, landing and guardrail for $395/mo plus $1,500 setup per stacked pair. An order of 6 or more Command units earns a 5 percent rent credit each month for the first 12 months.

Which Oregon counties and metros does JOLT serve?

All of them. The counties carrying data center construction today: Washington, which is Hillsboro and the Silicon Forest; Multnomah, which is Portland; Crook, which is Prineville; Wasco, which is The Dalles; Morrow, which is Boardman; and Umatilla, which is Hermiston and Umatilla. Other Oregon counties can be quoted too; DC Deploy is quoted per campus in one business day and the window is 6–8 weeks.

Route Oregon permit questions to the right office

Oregon's Building Codes Division adopts, amends and interprets the specialty codes that make up the Oregon State Building Code. The division also provides statewide permit and inspection services, while many project locations use a city or county building department. Start with the jurisdiction shown on the main construction permit rather than assuming the state office reviews the temporary office.

Ask the project permit coordinator whether the Grid belongs on the approved logistics or site plan and what anchoring information the building official expects. Confirm whether electrical work for the temporary office is covered by an existing permit or needs a separate action. Keep the answer with the delivery plan.

Establish whether the property lies inside a city's permitting boundary before routing the question. A mailing address does not by itself identify the authority having jurisdiction. Use the tax lot and project permit record instead.

Describe the proposed temporary construction office with the shared chassis dimensions and intended use. Include the chosen location, access plan, electrical connection and any project engineer criteria. DC Deploy includes cribbing and four-point anchoring, but the authority decides what approval and documentation are required.

Coordinate temporary power by utility territory

The permanent campus utility and the temporary construction-power provider may be part of the same organization, but their schedules and contacts are not interchangeable. Ask the electrical contractor to name the account owner, service request, source point and date when a suitable circuit can reach the office pad.

Verify the serving utility from the project service record rather than from a city name. Put temporary-service coordination beside the local permit milestones, and identify any owner-provided distribution between the service point and the construction office.

Record the utility contact and service address in the package only after the electrical lead verifies them. County lines, city names and campus branding are not reliable substitutes for that project record.

If shore power will trail mobilization, Command's generator-ready scope offers a 50 A inlet with a mechanical interlock. The site's electrician owns source selection and the load plan. Document the later connection to the 60 A shore inlet so temporary distribution is not treated as an afterthought.

Compare Oregon office quotes on complete scope

Use the same written inputs for every bidder: site ZIP, build, quantity, target date, term, placement method, anchoring requirement and add-ons. State whether the location is a paved infill lot or a greenfield because access and crane planning may differ even when the office is identical.

Separate recurring rent from one-time deployment and any selected upgrades. Check whether a competing quote includes placement, leveling, anchoring, an electrical walkthrough and pickup. DC Deploy includes those items for The Grid, so comparing only the first monthly line would hide a material scope difference.

Name the party supplying temporary power, fiber and badge-system work. Core and Command have different included technology, but neither removes the customer's responsibility to coordinate site utilities and permits. A low quote is not complete if key responsibilities remain unnamed.

Record weather and engineering requests in the bid package. A Gorge site may have project-specific wind criteria. A western Oregon project may prioritize drainage, while a high-desert project may emphasize winter access. These are questions for the site's responsible teams, not unstated performance promises from an office vendor.

Finish with the subscription holder, invoice approver and authorized site contact. For a multi-building campus, state whether each contractor reserves its own unit or the GC holds the office group. That choice affects administration even when the physical layout stays the same.
