Yes, in general. The Colorado Department of Revenue treats leases of tangible personal property as retail sales, taxed at the 2.9% state rate plus state-administered local taxes and sourced to where the office sits each billing period; self-collected home-rule cities apply their own tax (tax.colorado.gov, Sales & Use Tax Topics: Leases, revised July 2026, checked October 24, 2026).
JOLT adds applicable sales tax for the job address to each invoice. Confirm exemptions, home-rule questions and use-tax filings with your CPA or the Department; JOLT cannot decide those for your business.
Why is a rental taxed like a sale in Colorado?
The Department's lease publication starts from a simple rule: in general, leases of tangible personal property are retail sales and are subject to Colorado and state-administered local sales taxes. A jobsite office rented for a crew's use is a lease of tangible personal property.
The same publication separates leases from sales. A transaction in which title passes from seller to buyer is a sale, not a lease, and is taxed as a sale.
Leases are then split by length. A short-term lease is any lease for a term of 36 months or less; a long-term lease runs more than 36 months exclusively to one lessee. Renewals and extensions are evaluated separately, so a series of short renewals is not combined into one long lease.
The Department also says a lessor is not required to collect sales tax on short-term lease payments if it paid all applicable sales and use taxes when it bought the property. That turns on how the lessor bought each unit, which is why the tax line on your invoice, not a general rule, is the place to check what was charged.
Which rate applies to an office on your job?
The state rate is 2.9%, according to the Department's Colorado Sales Tax Guide (tax.colorado.gov, Colorado Sales Tax Guide, revised May 2026, checked October 24, 2026). State-administered county, city and special-district taxes can apply on top of it, and the Department publishes those rates in its DR 1002 publication and an address lookup.
Location decides the local part. Under the lease publication, periodic lease payments are sourced to the primary property location for each period, which is generally the address the lessee gives the lessor for the property. The first payment is sourced to the location where the lessee takes possession.
A JOLT office is delivered to the job address on the order, so that address is the one that drives the local rate. The same office can carry a different tax line in Eagle, Summit or Denver County because the local layers differ.
Home-rule cities are a separate layer. Some Colorado home-rule cities collect their own sales tax rather than having the Department collect it, and the lease publication tells taxpayers to contact those cities directly for their rules.
How do you look up the rate for a job address?
Start with the Department's tools rather than a town name. The Sales Tax Guide says a sale takes place within a state-administered local taxing jurisdiction when it is delivered to the purchaser at a location within that jurisdiction, and it points to the Department's address-based lookup to find which jurisdictions apply.
That matters because jurisdiction lines do not follow mailing addresses. A rural job with a town's mailing address can sit outside that town's limits, and a special district can cover part of a county but not the rest of it.
The Department's DR 1002 publication lists the state-administered rates. A self-collected home-rule city is not in the Department's collection, so check the city's own rate and rules when the job is inside its limits.
Give JOLT the exact site address, not the office or billing address, when you order. The tax on the invoice can only be as accurate as the address the office is delivered to.
What happens when the office moves?
The Department's sourcing rule follows the property. If the primary property location changes during the lease, later lease payments are sourced to the new location, and the rate changes with it.
Moving a JOLT office needs JOLT's written consent under section 5.5 of the Rental Agreement Terms, and a relocation is a charged trip. Give the new address in writing when you arrange the move so the next invoice carries the right tax.
The same logic applies at the end of a job. Once the office is picked up, rent stops after the retrieval that follows written pickup notice, and so does the tax on it.
Are delivery, pickup and other charges taxed?
The lease publication says that, in general, all payments made under a lease contract, including any associated charges, are subject to sales tax. On a rental, that can reach lines beyond the monthly rent.
A JOLT rental invoice can show the rent, a 12% damage waiver, a 5% environmental fee, JOLT Upgrades and the per-unit delivery and pickup fees. In Colorado those fees follow the zone table, from Zone A near Gypsum outward.
For a sale, the Sales Tax Guide says delivery and installation charges are generally taxable unless two conditions are met: the charge must be separable from the sale of the property and separately stated. The two documents address different transactions, so read the one that matches your path.
If a line looks wrong, ask JOLT about the invoice first and your CPA about the rule second. Tax questions about a specific line are easier to settle while the rental is running than at year end.
How are renewals and month-to-month periods taxed?
The lease publication says renewals and extensions are evaluated separately from the original lease. A rental that keeps running after its minimum term is not folded back into one long lease for the 36-month line.
On a JOLT office, the minimum term is three months in Colorado. After that, the rental continues month to month until written pickup notice and retrieval, and each month is billed in advance under the same Rental Agreement Terms.
Each of those monthly payments is sourced on its own, to the location of the office for the period it covers. A long job therefore produces a long run of taxed invoices at the same address, which is simple to reconcile as long as the office has not moved.
How is buying or lease-to-own taxed?
A purchase is a sale. A Base 20 ft office is $17,500 on JOLT's published prices, with delivery included in Zones A–B, and applicable sales tax is added at the rate for the delivery address. The 20 ft purchase page lists each build.
A lease-to-own plan runs 24 or 36 months, and title transfers in writing on the final payment. The lease publication treats a transaction in which title passes as a sale and defines a short-term lease as 36 months or less, so how a plan that ends in ownership is taxed is a question to put to the Department or your CPA rather than to settle from a summary.
What JOLT does is the same in each case: applicable sales tax for the delivery address appears on the invoice. The rent, lease-to-own or buy answer compares the three paths on price.
Does sales tax change the rent-or-buy math?
It changes the shape of the tax, not whether it applies. A purchase carries sales tax once, on the price, at the rate for the delivery address. A rental carries it on each taxable payment for as long as the office stays, at the rate for the location in each period.
On the federal side, IRS Publication 946 includes sales tax in the cost basis of property you buy, so the tax paid on a purchased office becomes part of what your CPA works from for depreciation or Section 179. The Section 179 answer covers that side.
For a short job, the tax on a few months of rent is small next to the tax on a full purchase price. For a long one, add the tax to both columns before comparing.
How do exempt buyers rent an office?
Some buyers are exempt from Colorado sales tax, such as qualifying governmental entities and charitable organizations, under rules the Department publishes for each. Exemption depends on the buyer and the purchase, not on the product.
Section 4.4 of the Rental Agreement Terms puts the paperwork before the truck. The customer is responsible for applicable taxes, and a tax-exempt customer provides a valid exemption certificate before delivery.
Send the certificate with the order. A certificate that arrives after the first invoice can mean correcting invoices already issued, which is avoidable with one attachment at the start.
Does an out-of-state contractor pay Colorado tax on a Colorado job?
The sourcing rule looks at where the office is, not where the contractor is based. A contractor from another state that rents an office for a Colorado job gives a Colorado site address, and the lease payments are sourced to that location under the Department's rule.
The same applies to the rate layers. The state rate and any state-administered local taxes for the site apply, and a self-collected home-rule city applies its own rules if the job is inside its limits.
Are storage containers and fence taxed the same way?
They are leases of tangible personal property too, so the same publication covers them. A storage container, temporary fence or light tower rented for a Colorado job follows the same sourcing rule as the office beside it.
Each unit is a separate rental line on the invoice, with its own rent and delivery and pickup fees. The tax follows each line at the job address.
What about an office outside Colorado?
Other states have their own rules for taxing equipment leases, and the Colorado publications do not apply to them. JOLT adds the applicable sales tax for the job address wherever the office goes.
Offices rented outside Colorado carry a 12-month minimum, and delivery is a fixed fee in Wyoming, Utah, Idaho and Montana and a written project quote elsewhere in the lower 48. The delivery cost by state page lists how each state is priced.
The Utah, Wyoming, Idaho and Montana sales tax answer covers the four Mountain West states the same way: Utah, Wyoming and Idaho tax a rental with their own rates and delivery rules, and Montana has no general sales tax. For any other state, ask your CPA or that state's revenue department.
Who answers a Colorado sales tax question about a rental?
Three parties hold different pieces. JOLT can explain what was charged on its invoice and which address it used. The Colorado Department of Revenue publishes the state rules and the rates it administers, and a self-collected home-rule city answers for its own tax.
Your CPA connects those pieces to your business, including any use-tax filing your company makes and any exemption it claims. Start with the invoice, then go to the authority whose tax is in question.
What should you keep for a Colorado sales tax review?
Keep each invoice with its tax line, the job address the office was delivered to and the dates of any move. Those three records answer the sourcing question for each billing period.
If you are exempt, keep a copy of the certificate you sent and the date it went to JOLT. If a home-rule city is involved, keep any correspondence with the city.
The Colorado delivery page shows the zones and fees, and the rent deduction answer covers the federal income-tax side of the same rental. For a quote with tax shown for a specific address, use the contact form or start a reservation with the job ZIP.
