Often, yes, and the local building department decides. Chicago issues a separate construction trailer permit after the main building permit, and Maricopa County, Arizona, requires a building permit and site plan for each construction office trailer. JOLT does not guarantee approval, so start the permit before the 2–4 week delivery window and budget a 12-month minimum outside Colorado.
Which local department reviews a temporary jobsite office?
Begin with the building or planning authority responsible for the property and describe the intended use precisely. Ask which office handles a temporary construction office and who coordinates any related reviews. A product described as portable should still be presented as the actual unit and use proposed for the actual site.
Chicago's construction-trailer Express Permit Program covers temporary single-level trailers used for offices, storage or sales centers in connection with permitted construction work. Its cited Municipal Code provisions include 17-9-0301, 14A-4-405 and 14B-31-3103 (chicago.gov, construction trailer permit instructions, checked October 22, 2026). Those are Chicago's instructions, not a national authorization for every container office.
Maricopa County takes its own stated approach. DD-5010-01, procedures two and four, requires separate permits for individual construction office trailers or combined trailer complexes and for groups of construction storage trailers; its submissions include site plans (maricopa.gov, Construction Storage and Office Trailers DD-5010-01, checked October 22, 2026).
These examples establish why the answer cannot be a single nationwide yes or no. Use them to ask whether your authority separates offices from storage, reviews groups differently or ties temporary placement to an active construction permit. Do not import either jurisdiction's procedure into another county's application.
Assign one person to collect the authority's response and distribute it to purchasing and the superintendent. Record the reviewer, property, intended use and documents requested. An informal answer about a storage box should not be carried forward as permission for people to work inside an office.
Does your main construction permit also cover the trailer?
Ask the reviewer this question directly instead of assuming the main project approval includes every temporary structure. Chicago requires the original construction, rehabilitation or demolition permit before a construction-trailer application under its Express Permit Program. That sequence makes the main approval a prerequisite, not a substitute for the trailer process.
For your site, provide the main project permit number if one already exists. Ask whether the temporary office must be added to approved drawings, reviewed separately or handled through another identified process. Keep the written direction with the project records so the trailer decision does not disappear inside a general permit-status email.
Be exact about what is being installed. A JOLT container office is not simply storage space with a desk placed inside it. The Base office is a 20 ft ISO container office with installed climate equipment, lighting, outlets and a personnel entrance; that description gives the reviewer a clearer starting point than the word container alone.
The Base enclosure is 8 ft wide; its exterior height is 8 ft 6 in. The entrance is a steel personnel door measuring 36 inches, and the unit has two slider windows fitted with bars. Share those facts as product information, not as evidence of local approval. They do not establish permitted occupancy, foundation design or accessibility for the particular placement.
If the main project scope changes, ask whether the temporary-office decision needs to be revisited. A changed location or use can make the original question different from the order now being placed. Resolve the discrepancy before treating procurement approval as authority to proceed with installation.
What should your site plan show?
Request the local submission checklist before commissioning a drawing. Chicago's program calls for a scaled site plan, and Maricopa County's directive also requires site plans. Those examples support asking for a plan early, but they do not establish the same drawing content or review standard in every jurisdiction.
For an initial review conversation, identify the proposed office location and distinguish it from material storage or other temporary facilities. Ask which property boundaries, adjacent work areas, utilities and access features must be shown. Let the reviewing authority identify the required level of detail rather than assuming a delivery sketch is an approved site plan.
Use the actual unit selected for the rental request. If procurement is considering both a 20 ft office and the 40 ft bathroom office, identify that choice as unresolved. A drawing prepared for one option should not quietly become the supporting document for another merely because both are described as jobsite offices.
Keep the use description as clear as the placement drawing. Tell the reviewer whether the intended function is construction administration, storage, sales or another activity, and who will use the space. Chicago's program names more than one use category, which is a reason to describe your activity rather than assume the category decides every other requirement.
Ask how revised placement should be handled after review. A superintendent may identify a better location once mobilization begins, but that is a reason to obtain updated direction, not to presume the original approval follows the office automatically. Maintain one current drawing for the permit discussion, rental request and field handoff.
Do power and bathroom connections need separate review?
Present the utility plan as its own question. Chicago's construction-trailer instructions always require a licensed general electrical contractor and require a licensed plumbing contractor when water or sewer connections are provided. These are city-specific requirements; they are not permission to perform the same work elsewhere without checking the local process.
Every JOLT office has installed lighting, outlets and vinyl-plank flooring. Its mini-split provides heating and cooling, and its shore-power inlet has a 50-amp rating. Base operates from shore power or a customer-supplied generator. An installed inlet identifies a feature of the office, not approval of the site's power source or connection arrangement.
Grid-Free includes solar and a 10 kWh battery that runs HVAC without requiring shore power. That can change the equipment choice for a pre-power phase. It does not establish that electrical, placement or other review is unnecessary, so describe the actual configuration to the authority rather than simply saying that the office is off grid.
The 40 ft bathroom office contains an enclosed bathroom at its far end. Ask JOLT to address your bathroom requirements in writing, and take any proposed utility work to the local reviewing department. Do not assume a particular tank, hookup or servicing arrangement when preparing an application.
Separate selection from approval: choose the intended model, identify the connections being proposed and ask who must review them. This avoids purchasing an office based on a utility assumption that the field team has never evaluated. Keep any unresolved connection questions visible until the person responsible has provided a definite answer.
Does a temporary structure exemption apply in your jurisdiction?
Ask the local reviewer which adopted rules govern the proposed office and whether any cited exception actually applies to its use. Do not assume the words temporary, portable or construction remove the need for review. A rental term and a transport method describe the order; neither is a local code determination.
Accessibility scoping is a separate example of why exceptions need careful boundaries. The U.S. Access Board's Chapter two guidance discusses the 2010 ADA Standards §203.2 exception for structures directly associated with actual construction processes, including construction trailers (access-board.gov, Chapter two new construction and §203.2, checked October 22, 2026).
The same guidance distinguishes construction-process structures from other temporary facilities covered by the standards. That distinction does not issue a local building permit, and it should not be stretched into a blanket exception for every temporary office. Have the actual proposed use reviewed rather than inferring the result from the container's exterior.
For the accessibility question itself, use the separate discussion of construction-office ADA requirements. Keep the permit inquiry focused on which authority reviews installation and use, what it needs and whether its approval has been obtained. Avoid substituting an accessibility discussion for that permit decision.
If someone cites a model-code threshold, ask which locally adopted edition and section applies and how the authority interprets it for this project. Do not treat a threshold quoted from another jurisdiction as nationwide law. Keep the cited local direction in the same file as the approval it supports.
How should a public-space location change the permit inquiry?
First establish whether the proposed office location is entirely on the project property or involves public space. If any part of the plan involves a street or sidewalk, describe that fact at the beginning of the inquiry. An answer about a private construction yard should not become the basis for a different public-space proposal.
Ask the authority which office will address the public-space portion and whether additional permission is needed for the proposed occupied use. Do not assume a form intended for a storage container answers the office question. The separate city-street office placement answer addresses that distinction without replacing local review.
For permit coordination, put the proposed location on the same current drawing used by the field team. Identify any unresolved boundary or placement question instead of drawing an assumed answer into the submission. A clear open question gives the reviewer something concrete to resolve before delivery planning advances.
The length of the intended placement also belongs in the conversation. JOLT requires a 12-month minimum for every rental outside Colorado, while Colorado offices have a three-month minimum. Ask whether the approval being sought matches the actual proposed use period rather than confusing a rental commitment with permission to remain in place.
If the reviewing office directs you to another department, record the referral and follow it through. The procurement file should distinguish a completed approval from an unanswered inquiry. This is especially important when separate people are handling the property arrangement, office rental and construction permit.
When should permit work happen relative to the rental reservation?
Begin the permit inquiry before committing the field schedule to the office. JOLT's standard delivery interval is 2–4 weeks after confirmed reservation, not a promised duration for local review. Ask the jurisdiction about its own sequence and ask the project desk about the reservation separately.
Transport pricing follows two geographic cases. Colorado, Wyoming, Utah, Idaho and Montana use fixed published delivery fees for each unit in each direction, with pickup matching delivery. Everywhere else, including Alaska and Hawaii, delivery and removal are priced for the individual project.
Review the delivery rule by state, then request a written nationwide delivered quote when that is the applicable case. Submit the job ZIP and unit selection. Allow one business day for the desk's written response. For submissions later than 5:00pm Mountain Time, the response clock begins on the following business day.
The quote stays valid for 14 days and its email provides a "Reserve this quote" link carrying the quoted transport into checkout. Those commercial steps do not confer permission from a building department. Keep authority status visible while deciding when the order can be reserved responsibly.
Put the cancellation rule on the same calendar as the expected decision. Written notice more than 14 days before the opening day of the delivery window allows free cancellation. Do not wait until a permit question becomes an urgent field problem to check how that threshold relates to your reservation.
What belongs in the final approval and purchasing file?
Keep the current use description, office selection, placement drawing and authority correspondence together. Add the resulting permit or written determination when obtained, and identify any conditions that still require action. A file containing only the main project permit and an office receipt does not show how the temporary-office question was resolved.
Use JOLT's current pricing to build the rental estimate separately from permit-related project costs. Base rent is $795/mo; reserving any office requires a deposit of $750. The deposit credits the first invoice under Rental Agreement §2; it is not a payment to the permitting authority.
Include recurring upgrades, damage waiver, environmental fee and applicable sales tax when reviewing the rental commitment. Rent follows the published annual escalator at each delivery anniversary. None of those invoice items establishes that a city, county or other authority has approved the location.
Give the superintendent a concise handoff: which office is approved for which location, what conditions remain and who owns each condition. Match that information to the unit and address in the written quote. If the actual order differs, resolve the difference before treating the earlier authority response as applicable.
Finally, keep removal in the long-range plan. Rental Agreement §16 requires at least 15 days of written pickup notice. Ask the reviewing authority how any permit closeout or removal condition should be handled, without assuming that arranging pickup completes a separate local administrative requirement.
Questions contractors ask
Does JOLT guarantee a construction office permit?
No. Local permission for your proposed location and use must be resolved separately from the rental reservation.
Does a main building permit always include the jobsite trailer?
No. Chicago requires an original project permit before its separate construction-trailer application, and other jurisdictions must be checked individually.
What does Maricopa County require for office trailers?
Its DD-5010-01 procedure requires a separate building permit for each construction office trailer or combined trailer complex and calls for site plans.
Can I use another city's permit checklist for my job?
Use another city's process to form questions, but obtain the actual submission requirements from the authority reviewing your site.
Does a bathroom office settle plumbing approval?
No. Confirm the proposed bathroom arrangements and any utility review with the local authority and the written quote before reservation.
Is an ADA construction-process exception a building permit?
No. Accessibility scoping and permission to install or use a temporary office are separate determinations.
How long is the rental commitment outside Colorado?
All JOLT rentals beyond Colorado require at least 12 months, regardless of the duration of a local permit.
Does a transport quote authorize installation?
No. The delivered quote addresses commercial transport terms rather than permission from the city, county or other reviewing authority.
